    Looks like either a Senator or a Lobbyist; briefcase, paunch, seegar… ah! Senator (the Lobbyist would skip the seegar, in case the mark is a non-smoker.)

    The statue on the top of the real capitol is the “Statue of Freedom”, a robed female warrior with a sword and a laurel wreath.

    Wiley’s capitol statue seems to be a cigar smoking lobbyist with a briefcase (probably full of cash), which might be more appropriate these days.
