Back in the 1960’s, commercials took up about 10% of the programming (3 minutes in a 30 minute program). Last I checked it was 25% (15 minutes of an hour program). It may be higher now. But in answer to your question, 60 minutes out of 60 minutes.
We have a local station that runs old TV programs. They take 45 minutes to show what used to be shown in 30.
This is one reason I am at the computer when I watch TV. I get a lot of work done during commercials.
