Most often it’s by a factor of 2, 3, or 4..A dozen vs. half a dozen eggs makes practical sense. One vs. 10 vs. 100 doesn’t. Ten vs. five is a reasonable choice, but that has nothing to do with the ridiculous argument that the decimalization of the metric system is an advantage in computing amounts.
