Well shopping carts can cost anywhere from $90 to as much as $200 per cart. On average in major cites grocery stores lose 12 percent of its carts every year. I could understand the charge.
There are cities, that now have laws that stores have to put in systems that lock the wheels if someone tries to take them off the property. Not only does the loss affect the stores, the cities have a problem with the abandoned carts.

One place I shop has a system where the carts are corralled and it takes a quarter to release one. You get it back when you return the cart.

Some stores charge for bags now, in an effort to ‘encourage’ shoppers to bring in a reusable bag.
