That hammerless .38 Tracy carries in his ankle holster may only hold five rounds, as many similar revolvers do, though the cylinder is drawn in such a way that it seems to be a six-shooter! Either way, Tracy cannot afford a drawn-out gun fight if Ghost has Tracy’s primary, which like most duty guns probably holds 16 rounds (or more). Tracy is probably not going to be too agile after being dragged, so he needs to shoot straight rather than fast if it comes to that….
