Got it! Tracy lent Eugene Roche the coat he was wearing when Sawtooth fired his last shot. That bullet finally worked its way through the fabric and in accordance with cartoon / comic strip physics, resumed full velocity while Roche was wearing the coat, therefore Sawtooth was the killer :-)
Again, the idea that Dick Tracy wears a specific hat and coat that instantly identifies him as being Dick Tracy, which he would have to loan to a friend for a cos-playing role, is not a valid concept within the strip itself. Sure, we readers would be sorely disappointed if Tracy started wearing something completely different, but within the strip’s own storyline Tracy’s wardrobe is supposed to be thought of as plainclothes. Chester Gould was thinking of Sherlock Holmes when he designed Tracy, and Holmes wore standard clothes of the day. The hat and cloak seemed distinctive, but in context they were what many gentlemen wore when out and about in the English countryside, especially if they were riding the train, because the clothes were designed to protect from the engine’s fly ash. It was a series of pictures done by an artist for Strand Magazine which gave the public the picture of Holmes we have today. Likewise, it was limitations to the early newspaper color printing process that originally gave us the primary color look of Dick Tracy
Much later in Tracy (during the 70s) Gould started playing with the idea of Tracy’s hat being something that identified him, and there were dance routines in the strip with people "doing the "Tracy"*, and, of course, his famous wall of hats.
I think Tracy originally wore what was called a “trench coat.” They were either a creamy tan color or some were black. The newspaper color process a long time ago couldn’t do the tan color, but yellow sort of suggested it.
Good that Sam has rounded up all the cosplayers/potential suspects/members of Rogues’ Gallery in the lounge. This should help propel the storyline along. But I wonder if there is meant to be some significance towards solving the case in the exchange between Sam and Tracy in panel 2—something about borrowing the hat and coat is a clue? (I’m clueless, in case you haven’t noticed.)
