(3) It does appear that way in the original patent documentation.
P.S. If your spouse, significant other or whatever is an “under,” the best way to keep peace regarding this major life issue (second only to how many blades your razor should have) is to simply change it to “over” whenever you see it has been installed incorrectly.

How you put the toilet paper on the holder depends on whether you have a cat or todler. If you do, it’s under, but if you don’t, it’s over.

“Over” is correct for the following reasons:
(1) It places the paper closer to the user.
