Stupid owl. Whom is used in a prepositional phrase only. Standing by itself, it would be “Who,” indeed, not “Whom.”

To whom it may concern; ‘whom ’ is the object. ‘Who’ is the subject … and the Doctor.

“Whom” is used in more than prepositional phrases. “Whom” can be used as a direct or indirect object, too.
