    I see no negative consequences for a “bootlegged” vaccine so long as it is actually made using the proper methods and data. They could put some saline in a vial labelled “vaccine” if they wanted to make a quick buck, but to actually MAKE more vaccine can only be good for the rest of the world.

    And if you are going to make a fake vaccine, why do you need a formula? A formula is only needed if you want to create a real, working vaccine. People create fake medicines all of the time, often just “sugar pills”, a simple saline solution with some minor add-ins would be all you would need to fool people who are desperate. In many countries the real vaccine is being provided “free” of charge (paid by taxes), so if you are patient, you shouldn’t need to fall for a scam.
