Off the top of my head, I’d have to say there’s something not quite right.

Guessing it depends on what the drugs were intended to produce.. If it was growing a foot.. it’s pretty obvious.

Was this a drug to cure foot in mouth disease?

It over complicates things, but I thought of it as a Twilight Zone episode, so the doctors also have the foot head thing so the two normals are the abnormal ones.
