But what I find more interesting is that in a place like Wisconsin partly cloudy is if you can see the sun at all. But in a place lick California partly cloudy is if you can see any clouds.
In a similar vein, you might hear the weatherman (woman) say There is a 60% chance of rain in the morning, followed by a 70% chance of rain in the afternoon, but you will never, ever hear them say there is a 65% chance of rain at noon!
obviously, it’s mostly clouds with a bit of sun forecast for the a.m. and a few clouds in otherwise sunny skies in the p.m. it’s perfectly clear (so to speak)…

Yup.. when the sun is behind a cloud.. it’s partially sunny (sunny, but not where you are) and when the sun is shining between clouds.. it’s partially cloudy… (again cloudy, but at the moment not where you are)
Official weather reports, at least in aviation, don’t use those terms. They use CLR (sky clear),SCT (scattered clouds, less than 50% of the sky obscured by clouds), BKN (broken clouds covering 50 to 90%of the sky) and OVC (overcast with clouds covering pretty much all of the sky). So my guess is “partly cloudy” (sometimes called mostly sunny) would be SCT and “partly sunny/mostly cloudy” would be BKN. It’s been quite a few years since I’ve been involved with those reports but I can’t imagine they’ve changed much.
Brutus, just tell him you can explain the difference but it would be too technical for him to understand. Since he’s not to bright, Wilberforce will likely buy into that lie for the time being.
