I’m reminded of the retractable lights from the early 60s. Except those had the enclosure in the middle where the take-up reel was situated. Maybe these are in the ceiling?

They’re adjustable. Just tie knots in the cords.
But who needs that many lights in a small room.

Looks like the electrician part was OK. Letting him choose the design that was the mistake.
