Well they did not have electricity back then. Had to wait for a lighting storm for the sign to change.

Decades ago, I heard that when the USA occupation forces were running Japan in 1945, they put up stop signs without much warning or education of the populace. Japanese drivers would stop, then wait for instructions to go again.
