Stores do this deliberate to prevent “raiding.” A raid is when you run into the store, go directly to the item you want, snatch it off the shelf and dash through the self-checkout.
By changing everything around you have to hunt down your quarry and go through other items that you might buy on impulse.
It’s also the reason the dairy department is in the back of the store: you have to walk past everything else to get there. Inconvenient for customers, profitable for the store.
When I am Queen of the World, it’ll be against the law to re-arrange a store. Whether you are in Portland, Maine, or Portland, Oregon, you will be able to enter a grocery store and find what you need in an efficient manner.
Oh! And the cereals will be alphabetized. All-Bran on the upper left and Wheaties on the lower right. Same for shampoos and toothpastes.
They all do it, so I just heave a sigh, and start wandering every aisle until I find what I need. Eventually, it all stabilizes and I memorize the new layout.

Just about the time I had them memorized, they switched them again. Must be a new manager (or somebody bought out the store).

Yeah, we’re like rats in a maze in more ways than Wal-Mart changing up how they stock the groceries.

I like the cartoon that shows a maze and where the rat has gnawed its way through the walls in a straight line to the cheese.
