Why does Superman have well developed muscles? Sure, he’s strong. But, he can move something by touching it, through some mechanism unknown to Earthly science. Suppose he lifts and move something very heavy, such as a building or a ship. Now, imagine he has the strength to do that, but without the unknown mechanism. What would happen? He wouldn’t lift the ship or building: He would put a hole in it instead. The weight of a ship or building can’t be supported over the area as small as a human. That being the case, although he is capable of incredible strength, he should look like a skinny weakling.
On a flight a stewardess told Muhammad Ali he had to wear a seatbelt. Ali responded by saying “I ain’t wearing no seatbelt. Superman don’t need no seatbelt”. To which the stewardess replied “Sir, Superman don’t need no plane!”
