Well, I’m not happy to eat them, so if they aren’t happy to be eaten, I think we can call it off.

It’s “Happy as a clam at high tide.” That is when they eat. This cartoon is even better when you know the complete phrase.

I was told, it’s actually, “Happy as a clam at high tide.” But it looks like these guys are gonna have a hot time in the ol’ town tonight!
