I used to wonder the same thing about the dog we had when I was a teenager. As he got older, he grew less and less fond of going out in the rain. Eventually, he reached a point where he might go as far as the street before he was all set and only wanted to go back inside and sleep near a heating vent. And if there was a thunderstorm, he wanted no part of the outdoors.
One of the first things we did when we bought our house was fence in an area around the back door where the dogs can go out on their own. It’s very nice to have on a snowy morning like we have today.
In my townhouse days my significant other campaigned for a dog. NOPE. I knew who’d be standing outside in the weather for the critter to do its business. She settled for a cat.
Tilly is more willing to go out if I stand on the dry porch. She’ll go out do her business and expect to be wiped off with a towel, if it’s raining, once we get back in.

This is when a retractable leash comes in handy. Stand just inside the door and let the dog go far enough out on the leash to do his business.
