In Austin they will not pick-up a bag that is not in your bin unless you have a $5 extra trash sticker on it and if you overfill your bin so the lid does not close they add $10 to your bill.

I had a friend with two teenage daughters who kept putting off and putting off the family holiday tree decoration. When they came home after a week of this, she had put “Christmas” in the dumpster. The sheepish teenagers retrieved the tree, ornaments and gifts and worked with Mom to put up the decorations.
