That’s actually done. Some write lyrics first and other may come up with a melody or riff to apply lyrics too. Bernie Taupin would write lyrics and Elton John would fit music to them. Elton once said if he didn’t come up with something within a half hour he’d set those lyrics aside and move on to the next one. The man was a song-writing machine.
