The 21 to buy liquor was brought on when the HS seniors would sell it to 16 year olds and they would drive drunk killing people.
It was raised to 19 but they would still sell to 16 y/o crowd and still teenage drunk driving deaths.
Once the age limit was raised to 21, the teenage drunk driving deaths rates dropped enough that it was felt addressed. So the 18 & 19 y/o brought it on themselves. One idea I had was to allow the 18 – 20 y/olds to drink on the military base, but that’s neither here nor there.
In the early 70’s, New York state responded to the argument that if you’re old enough to go to war you’re old enough to buy and consume liquor, by lowering the drinking age to 18. I turned 18 in 1972 and decided to travel the US for awhile. No one cared that " New York allows me to buy booze!" “Tough kid,go back to New York then.” I think they raised it back to 21 at some point.
