I do think officiating is geared to larger market teams during the playoffs. The OKC Thunder will never get to the NBA Finals. Neither will the MN Timberwolves. Spurs play in San Antonio which is the 7th largest US city, so its a tossup as its bigger than Dallas[but the DFW metroplex is much larger] but smaller than Houston

Way back when, the NBA had finals where Seattle won, beating Washington. The TV ratings were minuscule.
The NBA made sure that never happened again.
It is a sport and a business. Guess which one takes [overwhelming] precedence.
