You take Dear for runs instead of walks now. Just think what you could do with that harness. He would never stand a chance of ever getting you to do what he wanted.
If he’s serious about his dog heeling, he’s doing it wrong. You stop moving, give the leash a smart tug & stop the dog, then guide it to the heel position & say “HEEL!” Walking as the dog pulls you along & you say “Heel”, teaches them that heel means move.

As a dog trainer, I have found that training the dog is the easiest part of the job. The hardest part is training the owner.

My wife bought “head control” harnesses for our new terriers. They do help.
