Remember the mythical Do Not Call List?
You can block spam numbers, but you’ll need to block a thousand of them. They generate random local numbers for your exchange and spoof them.

my phone is set to ring only if the caller is on my contact list, otherwise it shows up as a silenced call

It’s actually easy: Just send them a series of Text Messages offering to sell them Life Insurance.
