Tragic timing for this series of strips. Malibu is now a charred cinder.

Long standing state law says “mean high tide,” so wherever the sand gets wet a lot it’s public access. People who can afford beach houses often don’t like that. They’re also not fond of brushfires or the mudslides that will come with the next decent rain. Surfers watch from their boards & have their own territorial repute.

Now that Zonker has brought up “tanning”, note that "Ol Surfer Dude is extremely pale for a perennial beach sitter. (Zonker has been a New England nanny for quite some time now, so his lack of color doesn’t signify)
