My older daughter would listen to me when I told her no.
My younger daughter wouldn’t listen the first five times I told her no. I then had to yell NO. At which point she would start to cry and ask why I yelled at her. (We had her hearing tested. The ears works fine. The disconnect was elsewhere.)

When I told my daughter no, she would ask why I was saying no. Because I said so was never accepted by her as a valid reason.
