OVER… because then you can see the end and it’s also easier to tear from the top out then from the under up.Just try both ways and you’ll see what I mean, You can’t SEE it when it’s under.Same thing with putting hangers in the closet…the open side of the hook faces IN…easier to take out that way!Sheesh…I thought everybody knew this stuff…!

Absolutely, positively OVER. It’s easier to see the end of the roll that way; if it’s under, then the TP has to be hanging below the roller in order for you to see the end. Then you run the risk that the weight of the hanging TP will be enough to turn the roll by itself, and you wind up with a pile of TP on your floor. Also, if the roll is across from the toilet, it’s much more natural to pull the top of the roll toward yourself than to push the top away or pull the bottom toward you. Under makes no sense whatsoever.

Under and if you do not like it stay out of my bathroom.

The diagram in the patent for TP rolls clearly shows that it’s over.
