It’s one of the reasons people don’t trust science. First the world is flat, then the world is round and then it is no longer the center of the universe but revolves around the sun. Why can’t science be like religion. Once religion makes up its mind, it stays made up!
One of the best known principles of science is Newton’s Law of inertia: a body at rest, stays at rest. There are few organizations with more inertia than the Catholic Church.
Yes, the problem is that too many bishops think of the Episcopate as their turf, and think that only the Bishops, priests, and deacons are “the Church.” And the laity are THOSE people who they do church FOR.

In the early Church, a bishop was chosen by the lay community. That’s how things should’ve remained.
