Richard, the “Ay” should be after the “Are”, not the “Eff”. I tried to sing this version to the tune of “Twinkle, Twinkle, Little Star”, but came up short.
@FlyerTom is right (although it is debatable whether it’s letter “Ay” or letter “Ai”, thus being before or after the “Are”). Also, letter “Eich” is misplaced, as is letter “ii”, which should be after letters “Eff”, thorugh “Gi”: they should both be before letter “ii”. I believe the correct order (assuming “Ay”) is: R I B C D W F H A X L M N S G E J K O P Q T V Y U Z
Or more explicitly:Ar   Ay   Bi   Ci   Di   Dobl-U  Ef  Eich  Ei  Ecs   El  Em  En  Es  Gi  ii  Jey  Key  Ou  Pi  Qiu  Ti  Vi  Wy  Yu   Zi Note the redundancy between the main sounds of letters I and Y, as well as K and Q.
… which gets into the sticky issue of whether M is “em” or “im” (same thing with “N”). Typesetters refer to emdashes and endashes, but honestly, i tend to pronounce that letter “Im” (or “In”)

Hmmmm. Is anyone else thinking that Richard S. Russell, FlyerTom, and Strod (and maybe others) are rather CDO? (OCD, but in proper alphabetical order)

If it were copyrighted, it probably would not have been adopted or available for use.
