According to the website https://www.qppstudio.net/public-holidays-by-date/today.htm, today is a national holiday in Bangladesh (National Mourning Day), India (Independence Day), Paraguay (Ascunsión Foundation Day), and South Korea (also Independence Day) — none of which have notably red flags. It’s also Assumption Day in a whole flock of countries, with red flags popping up in Austria, Chile, France and a bunch of its former colonies, Liechtenstein, Luxembourg, Madagascar, Malta, Monaco, Poland, Portugal, Romania, and Vanuatu, but the one with the most red is Switzerland.
That whole feds wearing dark glasses meme started with Secret Service Agents who wear them in crowd situations so that any potential assassins can’t tell where they’re looking. NSA, of course, doesn’t send out agents to seize anything. These agents could be FBI, I suppose, but I never wore dark glasses when I was an agent, nor do I know any other agents to do so, certainly not indoors. I probably should have because I got a cataract at age 40 and had to have a plastic lens implanted. Now I wear them all the time outside to save the good eye I’ve got left.
The Ontario flag may be most prominently red, but he’s holding a Canadian flag which has less red in it than the Ontario (or Manitoba) flags. For now… the ground-swell has begun to revamp both flags.

That’s US gov all the way. Purely literal interpretation of the red flag rule.
