Robb, you might want to look at current Philly cop cars. Municipal license plates read M over G, followed by 4 numbers and a letter (low N series is the current high reported, so you can get away with something like M/G 5491V). Where “Call 9-1-1” is located is actually the location of the 6-digit city car number, starting with the 2-digit model year. 9-1-1 is on the back of the rear fenders. The district number and the district car designator (3521 means car 21 from the 35th District) is at the top of the rear of the front fenders.
