In second grade, my son did a similar thing, only he used money. They were doing addition and subtraction with large numbers and he broke all the problems down to coins. Drove his teachers a little crazy because they wanted to see his work and he could do it in his head.
I come from a whole family of educators (I went into a technical field instead of following in their footsteps). That is actually a perfectly viable tool for problem solving.
