Lawsuits like that are filed all the time, often to beat the statute of limitations. Sometimes you don’t know who’s responsible, e.g. a hit and run. The defendants are John Does 1-30. Be sure to include enough Does so that you can include everyone later. The judge may not allow you to add more defendants later on, but you can amend to correct the names of those you included in the original complaint once you discover them.
