Stupid owl. Whom is used in a prepositional phrase only. Standing by itself, it would be “Who,” indeed, not “Whom.”
To whom it may concern; ‘whom ’ is the object. ‘Who’ is the subject … and the Doctor.

The potty mouthed owl is like Linda Evans on Dynasty, he doesn’t want to play semantics with Alexa Carrington. I remembered that one stupid line from that stupid show so many stupid years ago.
