I don’t know anyone who obeys the law. I love dogs, have one myself, but I hate, not just the park, but being confronted in my own yard by dogs running without a leash and their owners more than a block away.
I don’t see the problem. Nine months a year, I bike on a long forest trail, posted as on-leash, and most everyone lets their dogs run free. On an average day I pass about 40 dogs, and there has never been a problem, for me, the dogs, or their owners. We just swap woofs & smiles.
While it is true that the vast majority of dogs are not candidates to run off leash, there are exceptions. I had a rescued dog that was terrified about leashes. She had been purposely hung with one as a so called training method. I took her to a special obedience school and learned to work her off leash by voice and hand signals.
I took my roommates dog to the park across the street from our home once. I took off her lead to let her run, like most people did. She ran straight home. I was so scared she’d get hit by a car. Thankfully it was a school zone.
I live in the town in germany with the highest dog population per square km (136). Whereever you go, you have to watch your steps, although there are free black plastic bags everywhere. But they ain’t used by everybody. Without a leash, the dogs would at least search a spot where it don’t bother.

Well our streets is all off leash doggie parks. Them street mutts roams as they likes and does their things on the roads as they likes.

I heard that’s what ‘They’ want you to believe. Demand Leash Liberty or the pooch will pout with puppy dog eyes and sad whimper.

All our city parks are no “dogs allowed”. We have two dog “parks” gravel and no trees.
