You could troll from a boat like other fishermen.

Lots of floods happening all over the USA, and the World lately, even in Dubai and Africa. I am sad for the loss of homes and lives.

Overall this one seems to confuse many people in many ways. At first I was thinking of the troll under the bridge fairy tale, although the character does not resemble the classic troll most would think of. Of course fishing under the bridge when the bridge is under water is not possible. No mystery there. The term double header seems to have confused European readers, although most North American readers would have heard of it. I assume the comment alluded to the idea that sporting events which are rained out may be followed the next day with a double header but not sure how it applies to fishing.
