What Endtown needs right now is to set up a local police force reporting to the Mayor. Make patrols to try to keep more bar brawls from sparking up, and to keep any instigators under observation. And for someone to open up an all-night pharmacy selling aspirin, bandages and raw steaks.
I think it’s more likely Walt doesn’t want to get involved because he was too involved before Endtown. He was hoping to retire from battling, but like all aging ronins, is getting pulled back in.
The rats are not the enemy. They have been misguided and isolated. The LT will have to grow a palr himself in respect to his commander’s (the HC). It is a high moral issue, when to rebel against your leaders. If the rats oath is similar to the U.S. oath, the promise to defend the constitution (or in this case, the Code of Honor book) is higher priority than to obey the orders of your leaders. That takes gathering evidence of the leaders disobeying the oath they made themselves. A person would have to be a police officer ( gather evidence), a judge (deem the evidence is strong enough to justify the act of rebellion), and a strong enough leader to take over, if necessary.
A toast and a salute to all fellow veterans, both standing and fallen, and to their families and loved ones.

You know what I thought was funny.That rock thrower running trying to hang on to the stones.Instead of dropping the rocks and running he runs with them. Its like those pants down around the knees. If you had to run they would only trip you up. Without a good arm swing one its really had to run good. The arms help counterbalance. However, Shaggy of Scooby Doo is the exception to that rule. Maybe he didn’t drop them as those must be really special rocks, have that certain “TAK” sound when they hit, must be hard to come by!!!! (ha)
