Who’s the mystery villain on the far right?

It kind of looks like Fred Astaire in one of those hats, or we were trying to figure out who in Dr Zhivago it could be. ffarcus’ red hair and freckles don’t come through very well here. I know Fred isn’t a villain, he was the postman in Santa Claus is comin to town. Hey, yeah, where is the Meisterburger?
