I grew up seeing kids sitting in the vehicles outside the local bar. “Responsible” parents ( or their sympathetic drinking buddies) would occasionally take pity on the kids and buy pop and chips. Of course that was back in the days when kids could run around town & play and only really had to be home by dark, and nobody worried about it.

I don’t see how this is a problem. People already put their kids on leashes. Tying them up outside is only one small step away from that.
