Should the frame be level, or should it be parallel to the ground? That question has never come up in my LONG hanging experience (strictly indoor except for house numbers).
One thing I did learn: If her idea of what’s level disagrees with the carpenter’s level’s idea, the level loses.
A few hundred kilometers would be no problem. It’s when you have to move a fifty pound mirror 1/4 inch to the right and you’ve already drilled the 1/4 inch hole for the anchor, then you have a problem.

This is why a picture should be hung from one point, so it can be “straightened” time and time again by either sex.
Men, don’t argue. Just straighten it when they are not around.

If it was up to my husband, we’d never have anything hanging on the walls. Therefore, it is up to me to make sure things are level.
When we were building the house, I always nailed in the electrical boxes, then he’d do the wiring. I just can’t stand a crooked light switch that can’t be straightened. (You can straighten them a little, but not a whole lot.)
Well the directions I’ve read (I love to read directions, have manuals for everything) say to use a wire on the frame and two hooks on the wall. Then you can always level the picture even if the hooks aren’t level, the picture stays put too.
