It appears Elly Patterson told her daughter that adult men are immature like little boys. Even as young as Lizzie is, it would be hard for her not to realize her mother was talking about her father.
The message to Dawn and Lizzie is: You are going to have a boyfriend or marry some man who behaves like a little boy. That’s certainly a standard trope from sitcoms of the 1980s.
As for me, who wants a spouse like that and why would you marry one? I certainly didn’t.
An example of that could be found with Robin Williams in Mrs. Doubtfire (when he was out of drag). Prior to his divorce, he enjoyed being with his kids because he was a big kid himself, and they loved him as a dad. While he was a good father, he was not a good husband, and a lousy head of the household, which is what led to him getting divorced because he did not comprehend that commanding a family is more than just quality time with the kids.
Some men act like little boys, some women act like little girls, and some Presidents act like babies. But not all do. Lynn Johnston’s husband left her once their children were grown, which no doubt influences her perception of the sexes.

In earlier times, you didn’t have time to be immature; you got put to work once you gained basic motor skills (usually farm chores). After World War 2 it changed, with Dick Clark inventing the idea of the American teenager and Walt Disney coining childhood.
My mom told me pretty much the same thing, that all men still have a little boy in them, somewhere, and he’ll come out to play at the worst times. Sigh, I see it in my husband, lol.

The only difference between men and boy’s is the price of there toy’s. Not sure who said it first but they sure got it right, at least in my house.

Our brains don’t even finish forming till in our 20’s. But our laws and way of doing things do not reflect that.
