The loophole is that, according the ADA, you can’t ask what a person’s disability is. And some are not apparent (like PTSD or Asperger’s). My daughter has severe anxiety along with autism and her cat (who is not trained as a therapy animal, but is still well behaved). The cat is her emotional support animal and is one of the best anxiety relievers for her. I do have to admit that sometimes I wonder about people’s choice of therapy/support animal (especially if they are not well behaved), but because of my daughter’s situation, I have become more tolerant.
Let’s admit it, these days a person can claim ANYTHING is a “support animal” and no one can question it. How many actually NEED a support animal? Not many. It seems that every person who ever served in the military has PTSD…even ground support back in the USA!! As far as I am concerned, only those who were on the front lines can claim that. How traumatic is it to work as a cook? Not much. My father served as a pilot in WWII and Korea and no one knew the stress he faced. After the wars the military just dumped him ( as they still do) and said “Hey the problem is yours now. Deal with it.” I still see far too many people claiming they have PTSD when they don’t, and that makes it harder on those who actually do. It is something that is hell to deal with ( I saw what it did to my father) and the fakers make people wonder if PTSD is actually a cop-out.
I’m so sick of the “therapy animal” scam. I checked my home state laws and therapy dogs are NOT afforded the same leeway as actual service dogs. You can NOT bring a therapy dog into a restaurant!
A few people have mentioned the ADA law to support these animals. If there ever was a law the needs to be looked at and amended, the ADA is it. We have had individuals that have made a career out of threatening to sue businesses unless they pay them off for minor infractions. On the emotional support animals we have a lot of ordinary people using the ADA to get away with taking Foo Foo or whatever on planes, in restaurants, and into food stores. Unfortunately our dysfunctional Federal government will probably never address it, too busy fighting amongst themselves.

I think we need to make a few more rules about ‘emotional support’ animals. Like, for instance, they need to be trained to be nice, not attack.
