If it were any other state, I would it find it hard to believe that either a computer or individual could not distinguish between a registered plate which would be in one data entry location and the plate of the offender which would be in another.
If the entry of no plate is actually tested against the master file, then the vanity plate would not, or should not have been issued. But as this is California, the mistake is likely intentional as anything that separates the taxpayer from his or her money seems to be fair game.
The “NOPLATE” is just like the “LAF” (licence applied for) plate. Guaranteed to get you a regular pen pal from police/counties that you never heard of (before)
the chicken thing didn’t work for me. use to gather the eggs on the farm under the roost way back when and though applications were applied regularly in the line of duty the head today is balder than back then.

My college attending son had a big 1972 Pontiac convertible and a license plate that read “SNAPPER”.
