A little Googling tells me the breed became so popular in the ’60s and ’70s that overbreeding damaged the stock and led to the reputation they are “dumb”. Supposedly this is no longer the case. (I offer this defense only in the interest of truth since I am much more a cat person.)
I’d have to say Siberian Husky. They are adorable but totally clueless. They come with a perpetual head tilt, with an additional virtual question mark floating over their heads.
Who knows where or if Mallett does his research? Setters have a number of traits good and bad (as with most of us); but poor memory is not on the list. I’ll grant that puppy mills can cause problems anytime a breed becomes socially popular; but aside from the exercise and grooming, their memory is considered good.
The problem with the memory seems to be combined with their training. They can pick up bad habits; and it’s hard to break them. Good traits are also life-long.
I only have one requirement if I were to be turned into a dog. It is that I become some little old ladies lap dog. I’ve had four lap dogs in this life and they all been spoiled rotten by my wife.

I find it easier to rule out several options. Breeds that were clearly not bred with their well-being in mind, such as the pug.

Most dogs have bad memories. Show them love or give them food and they forget that you’re human.
