The spot in the Word Balloon seems to change (for me) depending on what angle you look at it. The lower you go the darker it becomes. As you go higher, it fades away and disappears.
I had the same thoughts as some others here, letting my imagination run wild as to the meaning of the euphemism “filibustering.” Much more fun thinking that way than to treat it as some kind of political commentary.
