French Canadian lore has similar weather nonsense like the weather on the 3rd of a month will set the month’s weather pattern unless the 5th undoes it… and that’s every month folks!
The folk wisdom about March weather is based on British experience. Weather patterns in North America are very different (and differ a lot from place to place), and as a rule there is no sharp change from stormy to serene in the middle of March.
