As of December 31, 2019 Japan holds the biggest bag. On the bright side it is doubtful that Japan would cause us any problems as China could because of its dependency upon us.
Japan, as of January 2020, holds more U.S. debt than any other country in the world at $1,271.7B, or 18.67% of the total. China used to own the most debt but is now in second place at $1,081.6B or 15.88%. No other country besides Japan and China holds more than 6% of total foreign-held debt.
This is a chart (as of March 2020), but the few paragraphs accompanying it are worth reading also.

If you had no complaints about ballooning the deficit in order to hand public money to people who don’t need more money, I don’t want to hear your complaints about using public money for people who actually need it.

The possibility that people seems to miss is that they are both right. Acting like each position is mutually exclusive (or completely negates the other side) is the height of arrogance.
Cancel the tax cut for the rich and keep the stimulus, and the money will change hands again and again and help people and the economy. The rich wall their money off into their own untouchable ecosystem.
