Reminds me of some of the management I’ve had to work with. They have a plan they want implemented, then make (bleep) up to deal with questions of the why. Bluff their way through.

someone I worked with, who worked on budget stuff, explained it to me as – execution is 2+2=4; formulation is 2+2= ‘what do you want it to be?’
