There was a old Star Trek episode, Return of the Archons, where a planet run by a computer had an organized, worldwide ruckus called Festival. It occurred once a year, a kind of opportunity for the people to let off steam. We do the same in the US only its called elections and only occurs once every two years.

I’m with Sally – raising a ruckus is absolutely easier than raising a solution or even a helpful suggestion.
