Cleanliness is not the same a neatness. You can have a cleanly mess.

Probably a scam artist selling his next big scheme to some televangelist with the promise “You’re really gonna clean up with this one!”

Depending on which gods one is thinking of. According to lore, some of them left all kinds of stuff laying around.

If you take pages out of the dictionary, cleanliness is next to godliness.

However, if you take out more pages, cleanliness is next to impossible.

We always had to be careful that a opened present, a part of a present or instructions didn’t get thrown away…

On a serious note, it’s sometimes just a stupid cliche distillation of a culture or preference for cleanliness, order, good maintenance, etc. Unfortuately, there are (at least) two problematic versions. One is obsessive compulsive behavior on an individual level. Another is the cultural value hijacking, overtaking, and destroying members’ others values. Then care for the sick, compassion for the poor, and patience with any kind of messiness in life are deplored and we allow militant imposition of a regime’s sense of cleanliness. (I’m not committing the “ad hitlerum fallacy” to point out that this is what happened to Germany in the 1900s.)
