That Amelia Earhart’s birth in 1897 was still years away at that point is not surprisingly lost on them. Even though this bunch has so far come off as above average among their peers, it seems to be that few of those peers have an accurate grasp of history.

What an odd thing to ask a child as the Balloon Ovservation Corps was part of the U.S. Army and manned by a few hand-picked aeronautical experts, of which there were few in the war. Plus her helmet would look nothing like what the aeronauts would have worn. And her tassles on her helmet fell off in the second panel. The Corps was disbanded by August 1, 1863 after the head of the Corps has quit and his successors were not as competent.

Amelia Earhart was born July 24, 1897. 34 years later than the current 1863 storyline.
(Either way, it’s correct that the constable would have no idea who Amelia was.)
But while I’m at it, it appears that the constables in DC were replaced in 1861 with the District’s Metropolitan Police Force.
“The metropolitan police force initially consisted of a superintendent, 10 sergeants, 20 roundsmen, and 150 privates or patrolmen.”
